Overview
Quick answer: a website communicates — it explains what you do, builds trust, ranks in search, and converts visitors into inquiries. A web app executes — it lets users log in, manage data, complete workflows, and interact with business logic. If users need accounts, permissions, saved state, or transactions, you are describing an app. Many businesses eventually need both, but almost never at the same time.
What each one is actually for
A website's audience is people who do not know you yet: prospects comparing options, referrals checking you out, searchers with a problem. Its jobs are credibility, explanation, SEO, and lead capture, and it is measured in inquiries produced.
A web app's audience already has a relationship with you: customers, members, staff, partners. Its jobs are operational — submitting, tracking, approving, ordering, reporting — and it is measured in time saved, errors prevented, and work completed.
The questions that decide it
Do users need to log in and see their own data? App. Does information need to change based on who is looking and what they have done? App. Are there transactions, statuses, or workflows with steps and approvals? App. Is the goal to be found, understood, and contacted? Website.
The trap to avoid is buzzword-driven scoping: a portal because competitors mention one, or AI features with no workflow behind them. Scope from the actions users must complete and the data those actions require. If you cannot name the workflow, you do not need the app yet.
Most real projects are both, in sequence
The common pattern in our work: a marketing site that wins the inquiry, and an application behind it that runs the business. A restaurant's site presents the menu and location; its custom ordering system is an app. An association's site explains membership; the member portal is an app. Platforms like KidFile and BailLink USA are applications through and through — but each still needs a public-facing site to explain itself.
Build them in the order your bottleneck dictates. No leads means website first. Leads you cannot serve efficiently means the app is the priority.
A quick self-diagnosis
Describe what a user should be able to do, and listen to your own verbs. Find, learn, compare, contact — website verbs. Log in, submit, track, approve, manage, order, renew — app verbs. Count which column dominates your description.
Then apply the data test: does any user need to see information that is theirs alone — their orders, their case, their account? A yes anywhere in that sentence means an application, whatever the project has been called in meetings so far.
The cost of choosing wrong
Underscoping — commissioning a website when the business needed an app — surfaces as a beautiful launch followed by the same operational chaos as before, plus a vague plan to add the portal later on a foundation never designed for accounts or data. Overscoping is quieter but expensive: months of custom development for login-gated features that a well-structured content site plus a form or a booking link would have delivered, with an ongoing security and maintenance obligation attached for the life of the product.
This is why the scoping conversation matters more than the build technology, and why we push clients to name the workflow before naming the solution.
Why the distinction changes the budget
Websites and apps differ in cost and maintenance because they differ in surface area: an app carries authentication, a database, permissions, edge cases, and ongoing security obligations that a content site does not. Calling an app a website leads to budgets that miss by multiples; calling a website an app buys complexity nothing required.
